There is no mention of Obatala in the Bible. Obatala is a Yoruba Orisha (orisha is the Yoruba word for "divinity"). The Yoruba religion is a West African religion with its own distinct pantheon of gods and goddesses, cosmology, and practices. The Bible, on the other hand, is a collection of sacred texts originating from the Abrahamic traditions (Judaism, Christianity, and Islam). These religious traditions have completely separate origins and mythologies.
